APPLICABLE HEALTH & WELFARE CONDITIONS FOR HORSES PARTICIPATING IN SICAB 2009 (THE INTERNATIONAL PRE EQUESTRIAN FAIR), TO BE HELD FROM THE 24TH TO 29TH NOVEMBER 2009 IN SEVILLA
1. – GENERAL ASPECTS:
1. All horses must come from stud farms or geographic areas free of the equine diseases listed in appendix I of Royal Decree 617/2007, dated the 16th of May, which provides a list of animal diseases that must be declared (before the corresponding authorities) and regulates this notification.
2. There will be closed areas, with appropriate facilities, or with fenced areas, correctly conditioned and with enough area to house the number of horses present at the venue.
3. There will be a specific area dedicated to the isolation of sick horses, located in an area that hinders contact with all other healthy horses.
4. The transportation of all horses must comply with the Regulations established by law 1/2005 regarding the protection of animals during transportation and related operations.
5. All livestock areas will be disinfected, therefore the vehicles transporting the animals will be disinfected upon entry and when leaving the fair grounds.
2. – SPECIFIC ASPECTS:
1. No participating equine may show any signs or symptom of disease and they must come from stud farms where no infectious or contagious disease has been detected in the last thirty (30) days.
2. All participating equines must have been treated against internal and external parasites in the month prior to their arrival at the fair grounds.
3. All equines in transit must have been treated against insects at least five (5) calendar days prior to their transportation.
4. All transport vehicles must be cleaned, disinfected and treated against insects before loading.
5. All travel must be authorized, after having obtained the corresponding Guide of Origin and Livestock Health Certificate or TRACE (for those coming from other countries) in advance.
6. All horses must be documented by means of T.S.E. (Equine Health Card) or similar document should they come from another Region of Spain, as well as being identified by microchip according to the current legislation.
7. Equines traveling within Andalusia, with no change of ownership and that will return to the same stud farm of origin within a period not exceeding one (1) week, will be able to make use of the prior notification of transfer by fax as indicated in article 7.2 of Decree 55/1998, dated the 10th of March.
3. - DOCUMENTATION THAT MUST ACCOMPANY THE HORSE:
1. The Guide of Origin and Livestock Health Certificate when the journey originates outside the Region of Andalusia
2. In the case of journeys originating in Andalusia, the Guide of Origin and Livestock Health Certificate or receipt of the fax indicating that the journey has been notified prior to commencement, as refereed to in article 7.2 of Decree 55/1998 (in this latter case only for journeys with no change of ownership and when returning to the stud farm of origin, within a period not exceeding one (1) week)
3. In the case of equines traveling from other countries, the TRACES documentation issued by the official veterinary services of the country of origin.
4. Documentation accrediting the cleaning, disinfection and treatment against insects of the transport vehicle
5. Certificate sent by the stud farm veterinarian accrediting the treatment of all equines against insects according to point 2.3 of the present conditions and the anti-parasite treatment mentioned in point 2.2 of the same conditions, as well as the absence of clinical signs requested in point 2.1
6. Approved Equine Health Card or other official identification document for the animals, should the said horse be traveling from outside the Region of Andalusia.
4. - FINAL CONSIDERATIONS:
1. The organizing organization shall notify the participants about these Health & Welfare Conditions, taking the responsibility for these and supplying the necessary control measures.
2. The organizing organization shall notify the Provincial Delegation of Agriculture and Fisheries in Sevilla, at least ten (10) days before the start of the competition, the measures for the staff and materials and the organization’s protocol to carry out the disinfection, treatment against insects and documental control described in these health & welfare conditions.
3. The organizers shall appoint a veterinarian responsible for carrying out these conditions; this person shall notify by fax at the number: +34-955-033-472, at least 48 hours in advance, the veterinarian’s full name, contact telephone nº and date of reception of the animals.
4. Should extraordinary epizootiologic circumstances arise the Provincial Delegation of Agriculture and Fisheries may change these conditions.
